To answer your question, I don't know for sure, but I do know that pre-ryzen AMD CPUs have terrible single-threaded performance. Dota needs good single-threaded performance since it doesn't utilize a lot of cores. If I hazard a guess, the CPU is the bigger bottleneck of the two.
